The Failure of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis triggered by the announcement of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: a renewed assault of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are waged: optimistic declarations are issued from multiple capitals. Considerable effort is expended on managing specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the primary tool for achieving "settlement".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is capable of detecting missile launches from Russian territory, a capability afforded by current data. From witness perspectives, military aircraft that had been dispatched to intercept incoming aerial threats roared overhead – advanced fighter aircraft supplied to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems activated: defensive missiles deployed against a Russian ballistic missile. This was a modern interception technology at work, most likely supplied through Western nations. Every launch shakes the surroundings, shaking the windows. The brief panic quickly transforms into resigned acknowledgment: possibly the hostile projectile won't hit its mark this time, preventing destruction from ruin and another blackout.

Continuous Dangers

Following this, a heavy machine gun engaged a drone close by, part of a defensive team – almost certainly imported technology. Regrettably, the shots failed to hit the hostile drone – it maintained course toward its objective.

Periodically, this persisted until dawn. Kyiv faced the morning news: multiple fatalities, devastation and utility failures in many homes as a result of the evening attack. As typically, everyone still went about their day – enduring hostilities. But those full day illustrated Ukraine's vital need on international aid – a need that European nations are demonstrably unable to replace in the immediate future.

Failed Diplomacy

The comprehensive proposal from American leadership sparked intense emotion, debate and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new proposal from US leadership adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually secure success. This trend will, undoubtedly, persist.

Strategic Calculations

It is easy to blame certain parties of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a assumption well known to international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The American government believes that it is unrealistic to pressure the Kremlin to abandon the land that it already controls in Ukraine's occupied territories.

The issue is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through words or deeds, from assuming that the current condition will not change more in its advantage in the near future.

Divergent Views

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing people and territory but avoiding a complete military breakdown until situations evolve in its benefit.

Current Realities

Factually, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: political desires to negotiate peace and achieve global acclaim, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any proposal Kyiv finds unsuitable, so that their attention does not shift toward domestic problems. And although their task will now be considerably more difficult after current events, it remains highly unlikely that this will change their overall approach.

These opposing factors are influencing discussions.

Assessment and Future

It took a mere seven days to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, current information leaks, all did their job.

While new plans based on established approaches are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and demonstrate specific hesitation to change the course of events, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, primarily depend on continued Western support.
